Do you need a visa for Indonesia?
As of 2026, all Russian citizens entering Indonesia must obtain a visa in advance. Although the governments of the two countries are discussing the possibility of lifting the visa regime, no concrete agreements have been signed so far. In addition to Russians, citizens of 97 countries need a visa, including Belarus, Kazakhstan, Armenia, Ukraine, Uzbekistan and others.
You can submit a visa application without visiting a consulate, via the online portal imigrasi.go.id. The Government of Indonesia offers tourists a wide range of visa types with different validity periods, permitted length of stay, application requirements and extension options. It is not always easy to navigate this variety.

All Indonesia electronic declaration
From 1 October 2025, all tourists entering Indonesia are required to complete an electronic Arrival Card via the All Indonesia system. The corresponding announcement is published on the official government website.
The Arrival Card is a single document used for passing passport control in Indonesia. It replaces all previous forms (immigration, customs and health). Regardless of whether you arrive in Indonesia via an international airport, seaport or land border crossing, you must obtain an Arrival Card.

Tourism levy in Bali
From 14 February 2024, the Governor of Bali Province introduced a mandatory tourism levy for all foreign tourists arriving in Bali. This is a separate fee, not related to visa or customs charges. Its purpose is to raise funds for the preservation of natural and cultural heritage, infrastructure and sustainable tourism development.
- Amount: 150,000 IDR (approximately USD 9.5).
- Who pays: all foreign nationals, including children, regardless of the purpose of visit (tourism, business, etc.).
- How to pay: online via the official website lovebali.baliprov.go.id or the Love Bali app. Cash payments at the airport are no longer accepted.
- When to pay: any time before arriving in Bali. After payment, you will receive a QR code that must be saved.
- How it is checked: the QR code is scanned when you exit the arrivals area at Ngurah Rai Airport or at Benoa seaport in Bali.
❗️The tourism levy is charged only to tourists arriving in Bali Province. If you enter Indonesia but do not visit Bali (for example, you stay on Java, Sumatra, Lombok, Komodo, Borneo, etc.), this levy is not charged.
Passport requirements
Before flying to Indonesia, make sure your international passport will remain valid for at least 6 months from the planned date of entry. It is also advisable to have at least two blank pages for entry and possible visa extension stamps.
Pre-departure checklist
Let us make sure you have complied with all entry rules for Indonesia before your flight:
- You have a valid international passport with at least 6 months’ validity and two blank pages;
- You have completed and saved your Arrival Card in the All Indonesia system;
- You have obtained and saved the file with the visa that matches the length of your planned stay;
- If your destination is Bali, you have paid the tourism levy and saved the QR code on your phone.
