The Vatican is on the list of countries whose citizens can use the visa on arrival in Indonesia — but the case is a rare one and works differently from the rest. Vatican citizenship goes with an office, the passport lasts exactly as long as the appointment does, and there are fewer than a thousand citizens in all.

Do Vatican citizens need a visa for Indonesia?

Yes. The Vatican appears on the list of 97 countries whose citizens can use the visa on arrival (Kepmenkumham M.HH-02.GR.01.06/2024). On an ordinary Vatican passport you apply for the same eVOA as everyone else: online before departure, a fee of IDR 500,000, 30 days, one extension of another 30.

The requirements are the common ones too: a passport valid at least six months on the date of entry, a return or onward ticket with a fixed date, the electronic All Indonesia arrival card (compulsory for everyone since 1 October 2025, opening 72 hours before landing) and, on Bali, the tourist levy of IDR 150,000.

But before the visa comes the document. With the Vatican that is not a formality: there are four kinds of passport, and only one of them is ordinary.

What the e-VOA gives you

Point by point: how you apply, how long the visa itself is valid and how long you may actually stay.

  1. How it is issued. Entirely online, through the Indonesian immigration portal. You receive a PDF with a number and a QR code. Print it or keep it on your phone.
  2. Validity. 90 days from the date of issue. You can enter on any day inside that window, including the last one.
  3. Length of stay. 30 days, counted from the day you cross the border. The day you land counts as day one.
  4. Extension. Once, for another 30 days. The maximum on this visa is 60 days in one trip.
  5. Entries. Single. If you pop over to Singapore for a weekend, the visa is used up and you need a new one to come back.

❗ Planning more than 60 days? Do not rely on the e-VOA. Apply for a C1 tourist visa before you fly. You cannot switch from an e-VOA to a C1 inside Indonesia, you would have to leave the country and apply from abroad.

How the extension works

Start the extension about two weeks before your 30 days run out. Do not leave it to the last day. The application goes in online, then immigration gives you a date to come to the nearest office once, for a photo and fingerprints. The official extension fee is IDR 500,000.

What documents you need

The list is short, and most of it is already on your phone.

  1. A colour scan or photo of the bio-data page of your passport. It has to be valid for at least 6 months on the day you enter Indonesia.
  2. A photo on a plain white background. A phone selfie is fine, no studio needed.
  3. The address where you will stay in Indonesia. A hotel booking is enough.
  4. A booking for a return or onward flight.

❗ Every child needs a separate visa, including infants. A child cannot travel on a parent's e-VOA.

Two things that catch Vatican passport holders out.

The six months are counted from the date printed in your passport. An ordinary Vatican passport is issued for a maximum of five years and in practice lasts as long as the appointment does — check the expiry date early.

The eVOA, the tickets and the passport you present on entry must all be the same document. If the visa is filed on a Vatican passport and you hand over an Italian one at the border, you have created a separate and entirely unnecessary problem. More on this below.

Four Vatican passports, and only one is ordinary

The Vatican is two entities in one: the Holy See and Vatican City State. Both issue travel documents, and they issue different ones.

The Holy See, centrally through the Secretariat of State, issues three types: a diplomatic passport, valid up to ten years and electronic, whose holder may be a Vatican citizen or a national of another country; a service passport, valid up to five years and also electronic, again with either nationality; and a temporary service passport, non-electronic, issued to people who are not Vatican citizens — its maximum validity was two years between 2013 and 2025 and one year from 18 December 2025.

Vatican City State, through the Governorate, issues one type: an ordinary passport, for Vatican citizens only, valid up to five years. It is electronic, and versions issued from November 2016 carry the holder's fingerprints on the chip.

The ordinary Vatican passport is the document for which the eVOA works exactly as it does for everyone else: private travel, tourism, a holiday.

Diplomatic and service passports are a different matter. Entry on official documents is governed separately from tourist entry and depends on bilateral arrangements and the purpose of the trip. We found no official Indonesian confirmation of the regime applying to Holy See diplomatic and service passports, so we will assert nothing: if you are travelling on such a document on official business, the question goes to an Indonesian diplomatic mission, not to the e-visa website.

A citizenship that ends when the job does

Vatican citizenship is built unlike any other, and that explains everything else. The Holy See's own wording is unambiguous: one is not born a Vatican citizen, one becomes one by residing there permanently. It is, in the same text, "practically a citizenship of office and of residence".

Three consequences matter for travel. There are very few citizens — officially, the population is under a thousand people, mostly of Italian origin. The status is temporary: it ends when its basis ends — resignation, departure, expiry of the residence authorisation — so a passport with a five-year maximum in practice lasts as long as the appointment. And almost everyone holds a second passport, since Vatican citizenship does not replace the previous one.

That last point is the practical one. For a private trip to Bali it is often simpler to travel on the national passport: airlines and border officers know it, booking systems take it without a second look, and it does not expire with an office. The Vatican document is neither better nor worse — it is rare, and rarity costs minutes at a check-in desk in a third country.

One rule is non-negotiable: the eVOA, the tickets and the passport you present on entry must all be the same document. Do not mix them.

The Apostolic Nunciature in Jakarta — and what it is not

The Holy See does have a diplomatic presence in Indonesia, confirmed by its own official record. The Apostolic Nunciature in Jakarta is a permanent mission; it appears, for instance, in the Holy See's published programme for Pope Francis's apostolic journey to Indonesia on 3–6 September 2024 as the venue for one of the meetings, and appointments of nuncios to Indonesia are published in the Holy See Press Office bulletin.

What not to expect from it: this is a diplomatic mission, not a consulate for travellers. A nunciature represents the Holy See to the state and maintains relations with the local Church. It does not process tourist visas, does not replace lost passports and is not an airline help desk. Vatican passports are made in Rome — by the Governorate or the Secretariat of State depending on the type — and cannot be replaced abroad at all. There is no Holy See presence on Bali.

So if a Vatican passport holder runs into trouble in Indonesia, the realistic sequence is: a police report, the insurer's assistance line, and in parallel the consular channel of whichever state the person is also a citizen of. For most that is Italy, which has an embassy in Jakarta and consular presence on Bali. And EU Council Directive 2015/637 has no bearing here: the Holy See is not in the European Union.

Who this is actually for

There is no point pretending this is a mass-market question. Vatican citizens number in the hundreds, and most people searching for "Indonesia visa for the Vatican" are really asking something else. So, briefly, the adjacent cases.

A priest or a nun from Italy, Poland or India holds a national citizenship and no Vatican passport, and travels under their own country's rules. Indonesia has no special entry category for clergy.

Travel for official purposes — a conference, parish work, a long stay — is not what the eVOA is for. It is a tourist visa and does not cover work; a different category, arranged in advance with an Indonesian sponsor, is required.

Pilgrimage and religious events are unproblematic. Indonesia has the world's largest Muslim population and substantial Christian communities, and attitudes to foreign visitors are even. In remote regions — Papua, parts of Sulawesi — the general caution urged by most European foreign ministries applies.

Your pre-flight checklist

Run through this the night before. These are exactly the things passport control will ask for.

  1. Passport valid at least 6 months from the date of entry, with two blank pages.
  2. The e-VOA saved on your phone and printed.
  3. The All Indonesia arrival card completed and its QR code saved.
  4. If you are flying to Bali, the tourist levy paid and its QR code saved.

What is the All Indonesia arrival card?

It is a free electronic form that every traveller arriving in Indonesia has to complete. It became compulsory on 1 October 2025 and replaced four separate documents at once: the immigration arrival card, the customs declaration, the quarantine declaration and the health pass.

You fill it in on the official site or in the All Indonesia app. The window is three days before arrival, and you can also do it on landing, though filling it in before you board is calmer. Once you submit it, a QR code arrives by email. That QR code is what you show at passport control.

❗ The arrival card is not a visa and does not replace one. You need both.

How much is the Bali tourist levy?

IDR 150,000 per person, about USD 9.50. It applies to everyone who does anything touristy on the island, children included, whatever the purpose of the trip.

You pay on the official site or in the Love Bali app. Cash is not accepted, only cards, bank transfer or QRIS. The levy is paid once per trip and any time before you leave Indonesia, but the sensible moment is before departure. Save the QR code you get by email: it is scanned as you walk out of the arrivals area at Ngurah Rai Airport or at Benoa seaport.

Landing in Jakarta and never going to Bali? Then you do not pay it.

What happens if you overstay

The fine is IDR 1,000,000 for every day beyond your permitted stay, and you pay it at the airport as you leave. A long overstay is a different matter and can end in detention, deportation and a ban on returning. Immigration does not accept "I lost track of the dates", so check the stamp in your passport on the day you arrive and set a reminder.

Staying longer than 60 days

Two visas cover almost every case.

The C1 tourist visa gives 60 days and can be extended twice without leaving the country, up to 180 days in total. It needs a local guarantor, and MyVisa.World acts as one.
