Do Maltese citizens need a visa for Indonesia?
Yes. Malta is one of the ninety-seven countries whose citizens can use the visa on arrival, and it is issued online — the eVOA. The fee is IDR 500,000, the stay is thirty days with one extension of another thirty. The visa is valid for ninety days from the date of issue — that is the window for entering, not the length of stay.
A passport with at least six months of validity on the date of entry, blank pages, and a return or onward ticket with a date. Since 1 October 2025 the All Indonesia arrival card is compulsory: completed online no earlier than three days before departure, it replaces the customs, immigration, health and quarantine forms and gives you a QR code.
On Bali there is also the tourist levy — IDR 150,000 per person, paid once, online or on arrival.
What the e-VOA gives you
Point by point: how you apply, how long the visa itself is valid and how long you may actually stay.
- How it is issued. Entirely online, through the Indonesian immigration portal. You receive a PDF with a number and a QR code. Print it or keep it on your phone.
- Validity. 90 days from the date of issue. You can enter on any day inside that window, including the last one.
- Length of stay. 30 days, counted from the day you cross the border. The day you land counts as day one.
- Extension. Once, for another 30 days. The maximum on this visa is 60 days in one trip.
- Entries. Single. If you pop over to Singapore for a weekend, the visa is used up and you need a new one to come back.
❗ Planning more than 60 days? Do not rely on the e-VOA. Apply for a C1 tourist visa before you fly. You cannot switch from an e-VOA to a C1 inside Indonesia, you would have to leave the country and apply from abroad.
How the extension works
Start the extension about two weeks before your 30 days run out. Do not leave it to the last day. The application goes in online, then immigration gives you a date to come to the nearest office once, for a photo and fingerprints. The official extension fee is IDR 500,000.

What documents you need
The list is short, and most of it is already on your phone.
- A colour scan or photo of the bio-data page of your passport. It has to be valid for at least 6 months on the day you enter Indonesia.
- A photo on a plain white background. A phone selfie is fine, no studio needed.
- The address where you will stay in Indonesia. A hotel booking is enough.
- A booking for a return or onward flight.
❗ Every child needs a separate visa, including infants. A child cannot travel on a parent's e-VOA.
Two things that catch Maltese travellers out.
The six months are counted from the date printed in your passport. Indonesian officers do not care when it was issued or whether extra months were added to it years ago. Look at the expiry date on the photo page and count from there.
The return or onward ticket with a fixed date is mandatory. It is an eVOA requirement, and on a long routing it is often checked at the Valletta desk before Indonesia is involved.

In Indonesia, Malta is represented by Austria
This is the thing to know before you fly, and it is an unusual arrangement. On the EU's official consular protection list for Indonesia, Malta appears among the unrepresented member states, and next to it stands a single line: "Represented by Austria."
The difference from the general "go to any EU mission" rule is subtle but real. Your right to approach any member state's mission under Council Directive 2015/637 stands and is not going anywhere. But in Indonesia Malta has a designated partner — a specific country that handles Maltese cases by default and knows where to write in Valletta. That is Austria: the embassy on Jalan Diponegoro in Menteng, Jakarta, jakarta-ob@bmeia.gv.at.
The second layer is distance. Malta's own traveller's guide describes the emergency document procedure like this: the police report, together with your flight itinerary, should be presented when seeking assistance from the nearest Maltese Embassy, High Commission or Consulate. There is none in Southeast Asia. Malta's nearest embassies in Asia are Beijing and Tokyo — hours away, in another country.
So in practice, for a Maltese traveller who has lost a passport on Bali, the chain runs: local police report, then a European consular office on the island or the Austrian embassy in Jakarta, then coordination with Valletta from there. The same guide says so outright: "If a Maltese citizen happens to be in a country where Malta does not have an Embassy, High Commission or Consulate, as a European citizen s/he is entitled to request assistance from any other EU Embassy or Consulate."
One more candid detail. Most EU states run a national travel registration scheme — France's Ariane, Poland's Odyseusz, Portugal's Registo Viajante. Malta's official traveller's guide has none. What it does instead is tell you to stay in touch with family, leave them your itinerary, and take out insurance — "especially in case of hospitalisation abroad" — with a specific warning that the European Health Insurance Card is not a substitute for travel insurance. In Indonesia the EHIC means nothing at all, and the public health system does not in practice treat foreigners: you will be in a private clinic, paying.
Your Maltese licence is worth nothing outside the EU
Transport Malta states the rule shortly: an International Driving Permit is required for driving in countries that are not EU member states, or that are not party to the Geneva Convention on Road Traffic. Inside the EU your Maltese licence is enough; outside it, it is not.
The Maltese permit: €33.25, valid one year from date of issue. Form DRV006, submitted in person or online through licenzji-xufiera.gov.mt with an e-ID, plus a copy of your identity card, a copy of your licence and two passport photos.
Now the part the leaflets skip. Indonesia is party to neither the 1949 Geneva Convention nor the 1968 Vienna Convention on Road Traffic. It signed Vienna on 8 November 1968 and never ratified it; it does not appear in the Geneva list. Malta has been a Geneva party since 3 January 1966 and is not in Vienna. Read the conventions literally and there is no treaty bridge between a Maltese IDP and an Indonesian road.
What closes the gap is Indonesian domestic law, not international law. Indonesian police regulation No. 5 of 2021 expressly provides that an International Driving Permit issued in another country is valid in the territory of the Republic of Indonesia — on the basis of the UN Convention on Road Traffic or another international agreement. The wording is deliberately broad, and it is what police and rental firms rely on.
- Get the permit in Malta before you fly. A tourist cannot obtain one in Indonesia: the Indonesian police issue theirs to citizens and to foreigners holding a KITAP permanent residence permit. A tourist visa does not qualify.
- One year is short. The Maltese permit runs exactly a year from issue. If you got one last summer "just in case", check the date.
- The category matters more than the document. A scooter is a motorcycle. Category B does not cover two wheels in Malta or in Indonesia, and you open the category at home.
- Carry both. The IDP is only valid alongside your national licence.
One small mercy: Malta drives on the left, and so does Indonesia. You will not have to relearn the side of the road — unlike almost every other European on the island.
Nothing flies from Malta beyond Europe
Malta's airport is a small, almost entirely European network. The telling fact: the first direct Malta–US service in history only starts in summer 2026, when Delta Air Lines becomes the first American carrier to serve Malta, three flights a week to New York from June to October. Everything else in the summer 2026 expansion is European too — Billund, Gothenburg, Glasgow, Newcastle, London Gatwick, and double the frequency to Tallinn.
There is nothing direct to Asia and nothing planned. So the route always connects, and the only question is where:
- Istanbul — usually the tidiest single connection to Denpasar.
- Dubai or Doha — via a European hub or seasonally direct, then one sector.
- Frankfurt, Munich, Amsterdam, Paris — two connections, but familiar transfer rules and bags checked through.
Three things to check before you pay. Book it as one ticket: on separate bookings a missed connection is entirely your problem, and Indonesian border control will still want proof of onward travel. Confirm your bags are checked through — on separate tickets you reclaim and recheck. And check transit visas: Istanbul and the Gulf are no trouble on a Maltese passport, but a routing through the United States needs ESTA even without leaving the airport.
And the standing rule for any long routing: a return or onward ticket with a fixed date is mandatory for e-VOA, and it is often checked at the Valletta desk before Indonesia is involved.
Your pre-flight checklist
Run through this the night before. These are exactly the things passport control will ask for.
- Passport valid at least 6 months from the date of entry, with two blank pages.
- The e-VOA saved on your phone and printed.
- The All Indonesia arrival card completed and its QR code saved.
- If you are flying to Bali, the tourist levy paid and its QR code saved.
What is the All Indonesia arrival card?
It is a free electronic form that every traveller arriving in Indonesia has to complete. It became compulsory on 1 October 2025 and replaced four separate documents at once: the immigration arrival card, the customs declaration, the quarantine declaration and the health pass.
You fill it in on the official site or in the All Indonesia app. The window is three days before arrival, and you can also do it on landing, though filling it in before you board is calmer. Once you submit it, a QR code arrives by email. That QR code is what you show at passport control.
❗ The arrival card is not a visa and does not replace one. You need both.
How much is the Bali tourist levy?
IDR 150,000 per person, about USD 9.50. It applies to everyone who does anything touristy on the island, children included, whatever the purpose of the trip.
You pay on the official site or in the Love Bali app. Cash is not accepted, only cards, bank transfer or QRIS. The levy is paid once per trip and any time before you leave Indonesia, but the sensible moment is before departure. Save the QR code you get by email: it is scanned as you walk out of the arrivals area at Ngurah Rai Airport or at Benoa seaport.
Landing in Jakarta and never going to Bali? Then you do not pay it.
What happens if you overstay
The fine is IDR 1,000,000 for every day beyond your permitted stay, and you pay it at the airport as you leave. A long overstay is a different matter and can end in detention, deportation and a ban on returning. Immigration does not accept "I lost track of the dates", so check the stamp in your passport on the day you arrive and set a reminder.
Staying longer than 60 days
Two visas cover almost every case.
The C1 tourist visa gives 60 days and can be extended twice without leaving the country, up to 180 days in total. It needs a local guarantor, and MyVisa.World acts as one.
