Do Luxembourg citizens need a visa for Indonesia?
Yes. Luxembourg is one of the 97 countries whose citizens can use the visa on arrival, and it is issued online — the eVOA. The fee is IDR 500,000, the stay is 30 days with one extension of another 30, and the visa is valid for 90 days from the date of issue.
The usual requirements apply: a passport valid for at least six months on the date of entry, blank pages, and a return or onward ticket with a date. Since 1 October 2025 the electronic All Indonesia arrival card is compulsory for every arrival — it replaced the customs, immigration, health and quarantine forms and is completed no earlier than 72 hours before arrival. On Bali there is a tourist levy of IDR 150,000 per person.
And then comes the part this article is worth reading for: Luxembourg is the one country in this series with no embassy, no consular section and no resident diplomat anywhere in Indonesia.
What the e-VOA gives you
Point by point: how you apply, how long the visa itself is valid and how long you may actually stay.
- How it is issued. Entirely online, through the Indonesian immigration portal. You receive a PDF with a number and a QR code. Print it or keep it on your phone.
- Validity. 90 days from the date of issue. You can enter on any day inside that window, including the last one.
- Length of stay. 30 days, counted from the day you cross the border. The day you land counts as day one.
- Extension. Once, for another 30 days. The maximum on this visa is 60 days in one trip.
- Entries. Single. If you pop over to Singapore for a weekend, the visa is used up and you need a new one to come back.
❗ Planning more than 60 days? Do not rely on the e-VOA. Apply for a C1 tourist visa before you fly. You cannot switch from an e-VOA to a C1 inside Indonesia, you would have to leave the country and apply from abroad.
How the extension works
Start the extension about two weeks before your 30 days run out. Do not leave it to the last day. The application goes in online, then immigration gives you a date to come to the nearest office once, for a photo and fingerprints. The official extension fee is IDR 500,000.

What documents you need
The list is short, and most of it is already on your phone.
- A colour scan or photo of the bio-data page of your passport. It has to be valid for at least 6 months on the day you enter Indonesia.
- A photo on a plain white background. A phone selfie is fine, no studio needed.
- The address where you will stay in Indonesia. A hotel booking is enough.
- A booking for a return or onward flight.
❗ Every child needs a separate visa, including infants. A child cannot travel on a parent's e-VOA.
Two things that catch Luxembourg travellers out.
The six months are counted from the date printed in your passport. Indonesian officers do not care when it was issued or whether extra months were added to it years ago. Look at the expiry date on the photo page and count from there.
The ministry tells you to count the validity generously. Its rule is broader than the Indonesian one: for many non-European countries the passport must be valid for a certain period beyond the planned trip, and it advises checking that period before you buy tickets.

Express service
The ambassador lives in Bangkok, the consul sits in Jakarta
Start with a number. The European Commission's official consular protection register lists 23 representations of twenty EU member states in Indonesia. The Union has twenty-seven members. Luxembourg is one of the seven that are not there.
That does not mean a Luxembourger in Indonesia is on their own. It means help arrives along a chain, and the chain is worth knowing before you need it.
Link one — the embassy in Bangkok. Indonesia is covered by the Ambassador of the Grand Duchy resident in Bangkok:

Denpasar to Bangkok is roughly four and a half hours in the air. That is the nearest full Luxembourg mission.
Link two — the honorary consul in Jakarta. That is Mr Teguh Sulisto, whose jurisdiction covers the whole territory of Indonesia. The ministry gives the address as Jalan Pejatan Barat 2 No. 38b, Jakarta 12730, phone +62 856 9295 1452.
The list of honorary consuls reporting to the Bangkok embassy shows the whole regional network: Thailand — Samut Prakan and Phuket; Indonesia — Jakarta only; Vietnam — Hanoi and Ho Chi Minh City. There is no Luxembourg consul on Bali.
Understand what an honorary consul is and is not. An honorary post is not a consular section. Powers are limited everywhere, passports are not printed on site, and the decision on documents still belongs to the embassy. The honorary consul is the person on the ground who connects you to Bangkok, helps with local authorities and tells you the order of steps.
Link three — and for a Luxembourger this is the important one — Council Directive (EU) 2015/637. A Union citizen may approach the diplomatic mission of any other EU member state in a country where their own state is not represented, and must be received on the same conditions as that state's own nationals. For a citizen of a large country this is a theoretical provision. For a Luxembourger in Denpasar it is the only way to reach consular help an hour away instead of a day away.
If a passport goes missing on Bali:
- report to the local police — nothing works without the report;
- call the honorary consul in Jakarta, who connects you to the embassy in Bangkok;
- in parallel, approach any EU mission under 2015/637 so you are not losing days;
- travel home on a temporary document that is valid for the return journey only.
Budget several days. Denpasar–Jakarta–Bangkok eats a day by itself, and clearing the document takes more. If your trip is tied to work dates, delay cover in your insurance pays for itself faster for a Luxembourger than for almost anyone else in the EU.
Luxembourg visas in Jakarta are issued by the Dutch — and D visas by the Belgians
This section is technically about travel to Luxembourg rather than from it. But it shows the shape of the country's diplomatic network better than any statistic, and it is useful the day you invite an Indonesian partner or nanny over.
The Grand Duchy's foreign ministry states it plainly: applications for a Luxembourg visa in Indonesia — short stay and long stay alike — are handled by the Royal Embassy of the Netherlands in Jakarta. And the general regional rule says that where there is no Luxembourg mission, only Belgian embassies and consulates receive category D visa applications.
In other words, Luxembourg's consular function in Southeast Asia is shared out among three neighbours: the Netherlands issue visas in Jakarta, Belgium handles long-stay visas where no Luxembourg post exists, and the Bangkok embassy coordinates.
For a traveller the conclusion is simple. Do not look for a "Luxembourg consulate in Denpasar" — there is none and there will not be one. Look for the nearest EU mission and keep the Jakarta honorary consul's number to hand. And if you are inviting an Indonesian to Luxembourg, plan generously: the file goes through the Dutch, the decision is made in Luxembourg, and that is not a one-week process.
LAMA: telling the state you have left
Luxembourg's national trip registration is called "Lëtzebuerger am Ausland" — Luxembourgers abroad, LAMA for short. You register through MyGuichet.lu, using the online assistant or the mobile app if your device is linked.
The essentials:
- registration is not compulsory. The official wording is "This declaration is not mandatory";
- both temporary stays and permanent relocations can be declared;
- what it asks for: type of stay, addresses abroad and dates, means of transport, identification, travel companions, a contact email and an emergency contact. Optionally health insurance, hotel names and specific needs;
- why: "In the event of an emergency or crisis in the country in which you are staying, the MAE and the diplomatic and consular representation in that country will have your contact details";
- you can view, correct or delete your data at any time through the Directorate of Consular Affairs.
For Indonesia, LAMA carries a weight it does not carry for a trip to Spain. Luxembourg has no embassy in the country, so there is nobody on the ground who "already knows who is here". The list of registrations is literally everything the ministry will have during an earthquake, an eruption or an airport closure. Five minutes before you fly.
Do fill in the hotel name or the villa address on Bali. Balinese addresses map badly onto the European street-and-number model, and having coordinates in the file saves everyone time.
Luxembourg publishes no advice on Indonesia — and that is normal
If you go looking for an "Indonesia: travel advice" page on the Luxembourg foreign ministry's website, you will not find one. The website is not the problem.
The Grand Duchy's ministry keeps almost no country-by-country advice of its own. Its "Avis de voyage" section points readers to three sources instead — Belgium's "Conseils par destination", Germany's Auswärtiges Amt, and France's "Conseils aux voyageurs". The ministry issues its own notices only for crisis destinations: the Middle East, Lebanon, Niger, Russia, Ukraine.
Indonesia is not on that short list — and, as with Austria, the absence of a warning is not an assessment of "safe". It is a consequence of a high threshold.
The three sources are Luxembourg's three neighbours, and the logic is its own: a country where French and German are equally at home simply uses someone else's analysis rather than maintaining its own. For a reader that translates into a concrete instruction: before an Indonesia trip, open the Belgian and French pages.
What you will find there that applies to Bali. Belgium advises against non-essential travel to the Papua provinces (serious incidents, violent attacks in Jayapura and around the Freeport mine) and to the Poso area in Central Sulawesi. On terrorism, the risk is described as real, particularly around religious festivals. On Bali itself: a rise in petty crime, pickpocketing and organised thefts from motorbikes, with Bali named specifically alongside Lombok and Toraja.
On health, from the same source: international clinics are expensive, and complex cases are better evacuated to Singapore, Thailand or Australia; tap water is not drinkable; certain ADHD medications and anything containing cannabis are illegal in Indonesia even on prescription; several methanol deaths from local alcohol have been reported.
And climate: dry season April to October, wet November to March, Indonesia sits on the Ring of Fire, Merapi, Sinabung and Anak Krakatau are active, and emergency evacuations are ordered quickly and can disrupt air traffic.
Why a Bali trip starts abroad if you live in Luxembourg
Luxembourg is the only capital in this series with no service to Asia at all. Luxair, the country's network carrier, advertises 101 destinations to and from Luxembourg, and all of them are European or Mediterranean: Vienna, Copenhagen, London City, Nice, Berlin, Munich, Milan, Rome, Porto, Barcelona. There are no long-haul passenger flights out of Findel.
So the journey always has at least two parts, and there are three ways to build it:
- a Luxair feeder to a European hub — Munich, Frankfurt, Paris, Amsterdam — and one long connection from there. Upside: one ticket, bags checked through, and the airline owns the problem if the connection breaks;
- train or car to Frankfurt, Brussels or Paris and fly from there. Often cheaper, but it is two separate bookings: if the train is late, the airline owes you nothing;
- via a Gulf hub — Doha, Dubai, Abu Dhabi, Istanbul. Qatar Airways, for instance, operates nonstop Doha–Bali flights; getting to Doha from Luxembourg still needs a feeder.
One piece of advice matters more than it sounds: on a long journey, buy a single ticket. The saving on split bookings disappears the first time something slips, and on a two-connection routing something slips regularly.
And the universal point: your eVOA and a dated onward ticket get checked at the departure gate in Europe, not at the Indonesian border. If you are flying out of Frankfurt or Brussels, have the printout with you there.
Your pre-flight checklist
Run through this the night before. These are exactly the things passport control will ask for.
- Passport valid at least 6 months from the date of entry, with two blank pages.
- The e-VOA saved on your phone and printed.
- The All Indonesia arrival card completed and its QR code saved.
- If you are flying to Bali, the tourist levy paid and its QR code saved.
What is the All Indonesia arrival card?
It is a free electronic form that every traveller arriving in Indonesia has to complete. It became compulsory on 1 October 2025 and replaced four separate documents at once: the immigration arrival card, the customs declaration, the quarantine declaration and the health pass.
You fill it in on the official site or in the All Indonesia app. The window is three days before arrival, and you can also do it on landing, though filling it in before you board is calmer. Once you submit it, a QR code arrives by email. That QR code is what you show at passport control.
❗ The arrival card is not a visa and does not replace one. You need both.
How much is the Bali tourist levy?
IDR 150,000 per person, about USD 9.50. It applies to everyone who does anything touristy on the island, children included, whatever the purpose of the trip.
You pay on the official site or in the Love Bali app. Cash is not accepted, only cards, bank transfer or QRIS. The levy is paid once per trip and any time before you leave Indonesia, but the sensible moment is before departure. Save the QR code you get by email: it is scanned as you walk out of the arrivals area at Ngurah Rai Airport or at Benoa seaport.
Landing in Jakarta and never going to Bali? Then you do not pay it.
What happens if you overstay
The fine is IDR 1,000,000 for every day beyond your permitted stay, and you pay it at the airport as you leave. A long overstay is a different matter and can end in detention, deportation and a ban on returning. Immigration does not accept "I lost track of the dates", so check the stamp in your passport on the day you arrive and set a reminder.
Staying longer than 60 days
Two visas cover almost every case.
The C1 tourist visa gives 60 days and can be extended twice without leaving the country, up to 180 days in total. It needs a local guarantor, and MyVisa.World acts as one.
