Do Belarusian citizens need a visa for Indonesia
No, not for a trip of up to 30 days. Belarus was added to the visa-free list by Regulation No. 10 of the Indonesian Ministry of Immigration, dated 9 July 2026. The Belarusian Ministry of Foreign Affairs puts it this way: 30-day visa-free entry for holders of ordinary passports travelling for tourism.
Until July 2026 Belarusians needed an e-VOA, and the internet is still full of articles written before that date. The rules below are current as of September 2026.
Conditions of visa-free entry
Visa-free entry gives 30 days, and the day of arrival counts as the first. These 30 days cannot be extended and cannot be converted into another type of permit inside the country. Entry is single: once you leave, the period is over.
You can enter without a visa for tourism, to visit friends and relatives, for business negotiations or for medical treatment. Working in Bali and journalism are not allowed on visa-free entry; for those you need a work visa with a work permit (index E23) or a journalist visa (index C5).
At the border you will be asked for a passport valid for at least 6 months on the day of entry and a return ticket or a ticket to a third country.
Visa-free entry does not work at every checkpoint, only at 16 international airports, 95 seaports and 12 land crossings. The major airports are on the list: Ngurah Rai in Bali, Soekarno-Hatta in Jakarta, Juanda in Surabaya, Kualanamu in Medan, Yogyakarta, Lombok, Batam. If you are flying into a small regional airport, check it in advance or get an e-VOA.
❗ If you plan to stay longer than 30 days, get an e-VOA before departure. Belarus also remains on the visa on arrival list: in the official e-Visa system a citizen of Belarus is offered a choice between visa-free entry and the B1 visa. The e-VOA gives 30 days and one extension by another 30. Visa-free entry cannot be switched to an e-VOA once you are inside the country.
The e-VOA in detail, if you are staying longer than 30 days
The visa is issued online through Indonesia's official immigration portal. The government fee is IDR 500,000 plus the card processing fee. Applications are normally decided within 48 hours of the fee being paid.
Once approved, a PDF of the visa arrives by email with a unique number and a QR code, which you present on entry. We advise our clients to save the file on their phone and to print it as well (in case the device runs out of battery in flight).
Now the visa itself:
- The visa is valid for 90 days from the date of issue. You can enter on any day inside that window, including the last one.
- On arrival you are given 30 days of stay. The day of arrival counts as the first.
- You can extend it once, by another 30 days. That makes 60 days maximum per trip.
- The visa is single-entry. It stops being valid the moment you leave the country, and you will need a new one to return.
❗ If you plan to spend more than two months in Indonesia, apply for the C1 visa before departure. An e-VOA cannot be converted into a C1 inside the country, you would have to leave and file a new application.
How the extension works
Only the e-VOA can be extended, the visa-free 30 days cannot. The extension fee is IDR 500,000. The application is filed online, but the procedure requires one visit to the immigration office in person, for a photograph and fingerprints. That takes time, so it is better to start the extension about two weeks before the first 30 days run out.

Which documents you need
For visa-free entry a passport valid for at least 6 months on the day of entry and a return ticket are enough. Plus the All Indonesia arrival card, more on it below.
For the e-VOA the applicant must provide:
- A colour scan or photograph of the passport data page. The passport must be valid for at least 6 months on the day of entry into Indonesia.
- A photograph on a white background. A phone selfie will do, a studio is not needed.
- An address in Indonesia, taken from a hotel or villa booking.
- A booking for a return ticket or a ticket to a third country.
❗ Every child needs a separate visa, infants included. A child cannot be added to a parent's visa. Without a visa a child enters on their own passport, just like an adult.

Express service
Urgent processing means the eVOA application is filed out of turn within the next 2 working hours after payment is received. Issue of the visa may take longer because of frequent maintenance on the immigration website.
The All Indonesia arrival card
This is a free electronic form completed by everyone arriving in Indonesia. It became compulsory on 1 October 2025 and replaced four documents at once: the immigration card, the customs declaration, the quarantine declaration and the health form.
It is filled in on the official website or in the All Indonesia app. The form can be submitted within three days before arrival. We recommend doing it before departure, so the QR code is ready in advance.
❗ The arrival card is required for visa-free entry too. Without it you are not let through the border, with a visa or without one.
The Bali tourist levy
IDR 150,000 per person, about $9.50. Tourists pay it regardless of age. Certain categories are exempt by visa type: KITAS and KITAP holders, diplomatic and service visas, crew members, student visas.
Payment is made on the official website or in the Love Bali app. Cash is not accepted, only cards, bank transfer or QRIS. The levy is paid once per trip, at any point before you leave the country, though before departure makes more sense. Keep the QR code from the email: it is scanned on the way out of the arrivals area at Ngurah Rai airport and at Benoa port.
If you have flown into Jakarta and are not going to Bali, you do not pay the levy.
What happens if you overstay
The fine is IDR 1,000,000 for every day beyond the permitted stay and is paid at the airport on departure. That is how the first 60 days of overstay are counted. Beyond that it is no longer a fine but an administrative measure: detention, deportation at your own expense and a ban on entry. Deportation can come earlier if you cannot pay.
After entry, look at the stamp in your passport, check the date your permitted stay ends and set a reminder.
If you need longer than 60 days
Two visas cover almost every case.
The C1 tourist visa gives 60 days and can be extended twice without leaving the country, up to 180 days in total. It requires a local sponsor, and MyVisa.World acts as one.
The D1 multiple-entry visa is valid for 1, 2 or 5 years and gives 60 days per entry, with no limit on the number of trips. It suits people who come to Indonesia several times a year.
Check before you fly
Before you fly, check:
- The passport is valid for at least 6 months from the date of entry and has two blank pages for stamps.
- A return ticket or a ticket to a third country is booked, it is asked for at the border.
- If you are staying longer than 30 days, the e-VOA is issued, saved on your phone and printed.
- The All Indonesia arrival card is completed and the QR code saved.
- If you are flying to Bali, the tourist levy is paid and the QR code saved.
